England emerged as the world's leading economy between 1660 and 1800. Its growth was underpinned by a capable state which supported investment in infrastructure, housing, and other forms of capital. But England's state capacity evolved greatly from 1660 and its connection to development is still poorly understood. This essay documents crucial steps in England's evolution towards state capacity with a focus on parliamentary legislation, politics, and property rights for corporations and entrepreneurs.
